Senior Staff

Arthur B. Keys, Jr. is President and CEO of IRD, which he founded in 1998. Dr. Keys oversees nearly $525 million annually for development assistance around the world. He has over 30 years of experience with humanitarian assistance, economic development, and food/agricultural programs.

Ingrid Fitzgerald, Chief of Administration, manages and oversees IRD's administrative, information technology, and human resource departments. Prior to joining IRD she was the director of human resources and administration for Population Services International.

Alonzo L. Fulgham, Vice President for IRD, is responsible for strategic business activities cutting across IRD’s operations, program development and emerging business services areas. Prior to joining IRD, Mr. Fulgham served as Acting Administrator of the US Agency for International Development.

Jeffrey Grieco, Chief of Communications, is responsible for all IRD Communications, Advocacy, and Legislative Affairs. Prior to arriving at IRD, Mr. Grieco served as Assistant Administrator for Legislative and Public Affairs at the US Agency for International Development.

Jean M. Hacken,Chief of Compliance, serves as IRD's first Chief of Compliance and oversees global compliance programming for an organization managing more than $1.75 billion in humanitarian assistance throughout the world.

Jasna Basaric-Keys, Chief of Program Operations, is co-founder of IRD and currently serves as lead operations manager for all IRD programs globally. Prior to IRD, she was a principal in Keys and Associates, assisting NGO's to develop and design grant proposals in the field of humanitarian aid.

Jason P. Matechak, General Counsel, serves as chief legal counsel on all IRD government contracts and grants, corporate compliance, intellectual property, real estate, and various other employment matters. Matechak also maintains IRD’s relationships with various law firms around the world.

Daniel Puls, Chief of Advancement, is responsible for all private philanthropy activities and operations, including public-private partnerships, major gifts, and donor relations.

Caroline Raistrick, Chief of Business Development, oversees all aspects of IRD's new business growth strategy development and implementation through the creation of strategies to capture new business in a highly competitive market.
