The Human Resources and Logistical Services program (HRLS), is a unique and highly flexible tool that allows USAID to outsource specialized services at will. The $85 million program provides the USAID mission in Afghanistan the flexibility to meet nearly any programmatic requirement and broadens its capability to ensure program objectives are being met in a timely and professional manner.

Significant capabilities within the HRLS model include:

Quality Assurance Monitoring – Fully-documented, start-to-finish oversight from pre-construction to final warranty inspection

Capacity Building
– IRD provides technical expertise to government ministries to systematically train and improve their capability

Project Implementation
– The HRLS contract permits IRD to perform direct construction activities at USAID request

Staffing Support
– Through HRLS, IRD can provide USAID with short-term and long-term administrative, technical, and managerial staff

Logistics
– IRD’s internationally recognized security and logistics team can meet RSO requirements for ex-pat travel to remote project locations.

Media
– IRD runs a highly-acclaimed reporting approach emphasizing unbiased, factual information tailored for the Afghan public through print, radio, and TV on reconstruction activities.

The HRLS technical staff consists of only qualified engineers comprising all major ethnic groups, all capable of moving around the country independently. The quality of the staff allows IRD operate successfully in one of the most rugged and dangerous countries of the world.

More than a mere contractual relationship, both IRD and USAID view the HRLS as an extension of USAID’s permanent staff—capable of adapting quickly to needs as they arise and capable of handling nearly any task put before us so that mission staff can focus on the big picture.
